There is an interesting timeline about FEMA, which has been doing so badly in dealing with the New Orleans crisis, at the Washington Monthly (http://www.washingtonmonthly.com/archives/individual/2005_09/007023.php) website.

It looks like it was just a matter of time before something just like this was due to happen. The mismanagement of FEMA didn't start just yesterday.

I think at this point every one is scrambling around trying to keep from having the blame placed on them.

If we don't learn from the mistakes that have been made then how can we hope to avoid similar or worse tragedies in the future?
