What the former SEAL relates is that he was involved in covert operations in the Democratic Republic of the Congo between 1997 and 2002. According to his account, his team observed a group of thirteen "chimpanzee-like" creatures between 4.5 to 5 feet tall, uniformly gray all over their bodies, with rows of seemingly porcupine-like quills running the length of their backs.
The unidentified apes walked bipedally and were observed by the SEAL team in the act of killing another animal. When the creatures became excited or agitated, the quills or spines stood erect from their bodies.
Chupacabras?

I don't know if it's anything like the chupacabra, but the report is certainly plausible. Remember this story (http://www.dailynews.co.za/index.php?fSectionId=501&fArticleId=2286857) that came out in '04, about the mysterious gray apes seen in the Congo? At the time, a lot of skeptics dismissed it as being suspiciously similar to "Congo." BUT, this article (http://news.nationalgeographic.com/news/2003/04/0414_030314_strangeape.html) came out in '03 that I don't think got a lot of attention.
The second link doesn't say anything about the apes being gray, but what's interesting is that both reports come from the same region of the Congo, namely the Bili region. In fact, the second article mentions two types of new apes, one of them being the "lion-killers" in the first link. So I think the SEAL story is definitely a possibility. The part about 'quills' could be an exaggeration, or a simple misidentification of normal piloerection.

Interesting, I never heard of the first article, but they bear a remarkable simiarity to the new gorilla species Michael Crichton had in his book, Congo. I thought it was a product of his own imagination, down to the increased aggressiveness.
