It so totally depends. I've thrown them together at the last minute, and I've started a year in advance. I've done Summer Solstice rituals knowing they would connect to Lughnasadh, and then rewrote Lughnasadh accordingly. I've done Yules that didn't go well, and jotted down notes for next year's Yule.
For a group, I'd say the next meeting after a Sabbat is a good time to discuss the next Sabbat.

Well I'm starting to plan my Ostara ritual now but it will be my first so I want to have time to research it, etc.

Um... I really don't plan, because I really don't DO anything.
One of these years I'll do something that's going to take a ton of planning... but not yet.

Usually the very same day of the Sabbat itself, though I am getting better, and have a whole 2 days prior for planning.

My tradition follows a structured pattern of sabbatic ritual
which allows for no variation from the core divine revelation,
so there isn't much planning to do.

i have to echo DebLipp.
i started planning last Samhain the day after the prior Samhain ritual in '02. when we did our 'tarot' ritual for the NW Fall Equinox Festival, we worked very hard for 9 months.
but i often just walk up to my altar and 'ad lib' whatever feels appropriate.
it's not how elaborate you make your ritual, but the extent to which you pour yourself into it.

Since it's just me and the cats I usually don't do a lot of elaborate planning. I like to start a day or two before the Sabbat itself though. But sometimes I've literally been writing my ritual an hour before celebrating it....

Well.. I follow a Tradition with a set Sabbat cycle and set ceremonies, so there isn't much to be done. That said, I've had Sabbats that were planned a few hours before the fact, or less, and I've also had cases of years (yes, plural) of planning, so it really just depends on what you're looking to do. :) If you're wanting an idea of what is best or that ilk, then I'd suggest much the same as someone else already did: start after the last one. Or at least give yourself a couple of months. Lucky for me my Trad only "requires" four Sabbats to be observed, so that makes things a bit easier on us if we need or want to skip one of the others.

This is precisely where I fall.

For my solitary rituals, I usually do it the day before (otherwise I totally forget.)
For my coven rituals, it's usually a week or so ahead, so I can get the supplies I need or whatever. :)
