We have an old (1944) checkered linoleum that I've found slightly diluted bleach works wonders on, but I'd open a lot of windows and run the "fan" setting on my central (if you have it).
Also, if you have pets, close them up in a distant room so that they aren't exposed to the fumes.

yeah, diluted bleach should do the job...(seen it work on tile flooring)
May take more than once to strip it off, but be sure to have some sort of mop&glo or something in like nature to put back on after your old film is gone.

Are you allowed to make improvements, since it's gov't housing? I'd probably just go pick up some of those peel-n-stick floor tiles and recover the whole floor, myself...

Are you talking about a finsh on the floor?? (ie. no a stain) If it's a finish then I'd say your gunna have a hard time because the reason wax is used is that it melts into the surface and set nice and hard so it never comes out. If it's a wooden floor sanding will be in the only way you'll get it all out. Although it's possible that you could melt it out with the following method, which is typically used for cleaning up stains, say from candle drips etc.
Find some cleanish paper, the more absorbent the better, newsprint works well. DO NOT use waxed paper this will only make it worse. Place the paper over the wax, then iron over the paper. The iron will melts the wax which will then soak into the paper :)
Test is on a small area first, i don't know how successful it will be but i suspect it would be better than chemicals only because wax is put on the floor to make it resistant to such chemicals.

Put a big pot of water on the stove, on high heat till it reaches a rolling boil.... carefully use pot holders to put it down on the floor, and then kick it over, um,, carefully. When the water and the wax it has removed from the floor cools, mop and mop and mop it up....
