Is the Celtic Moon a true moon? for years ive been puzzled by that question... i hope i find an anwser.. ohhh yeah before i forget if it is true wat does it do and wen does it come??

I've never come across such a term either. The very earliest people in Britain did set stones to mark moonrise and fall, but they weren't Celts. Where did you see the term? You also might try a web search and see if there's a particualer group that does use the term.
